Wage schedules are negotiated through the Ontario Sheet Metal Workers' & Roofers' Conference. Current rate sheets are available from the hall.
Who regulates the trade
The trade is regulated provincially, not by the local and not by any employer. Skilled Trades Ontario sets the scope of practice, establishes the training standard an apprenticeship has to meet, and issues the Certificate of Qualification that certifies a journeyperson. Sheet Metal Worker (308A) is a compulsory trade in Ontario, so that certificate is required to work in it, not optional.
Local 235 trains to that standard. What the local adds on top is the collective agreement: the negotiated rate for each level, benefits and pension on every hour worked, and dispatch to signatory contractors. See apprenticeship for how to start, or how the pay works for how the rate is set.
